    From the book “Sri Vraja-maṇḍala-parikramā”:

    This place is situated on Viṣṇu-parvata. Rādhā and Kṛṣṇa performed many playful pastimes (vilāsa) here. Nearby is where Śrī Rādhā used to play in the dust together with Her sakhīs.

    One day, when Rādhikā was a child, She was playing in the dust with Her sakhīs when mischievous Kṛṣṇa suddenly arrived. The sakhīs forbade Him to come inside the kuñja, but why would Śrī Kṛṣṇa obey them? He entered by force. At that moment, a dust- storm fell upon them by providence, and the entire sky became covered with dust. Nothing could be seen anywhere, and the sakhīs fearfully covered their eyes with their hands. Kṛṣṇa took this opportunity to embrace the youthful Rādhikā and kiss Her face. This pastime took place at the time of vayaḥ-sandhi, or the period between childhood and youth. Today, Vilāsa Mandira is situated where this pastime took place.

    The Ādi-varāha Purāṇa states:

    vilāsa rūpiṇe tubhyaṁ namaḥ kṛṣṇāya te namaḥ
    sakhīvarga sukhāptāya krīḍā-vimala darśine
    “I offer my obeisances to Śrī Kṛṣṇa in the form of He who plays lovely pastimes. He performs these pastimes simply to give pleasure to the sakhīs.”

    From the book “Chaurasi-kosa Vraja Mandala Parikrama”:

    This pastime place known as of Vilasa Garh is situated on top of the hill known as Vishnu Parvata, which according to the Padma Purana, is a manifestation of Lord Vishnu. The word ‘vilasa’ means ‘absorbed in pastimes’ and ‘garh’ means a ‘secluded place’, or in some cases a ‘private room’. There is a temple here called Vilasa-bihari Mandira and also a rasa-mandala platform commemorating the rasa-lila pastimes that took place on this sacred hill.

    In one of the first transcendental pastimes that took place here at Vilasa Garh, Radharani and her girlfriends were playing in a grove on the hill when Krishna arrived on the spot and became absorbed in looking at the beauty of Radharani. This was the period when Krishna was just entering youth-hood and began noticing Radharani’s exquisite features. Seeing Krishna standing there looking at Her, Radharani forbade Him to come any nearer and insisted He should instead go away and play with His friends. Nevertheless, He refused to leave and very gradually inched closer. Suddenly a terrible dust storm started to blow and thick dust clouds swirled everywhere, forcing the gopis to close their eyes. Taking advantage of the situation, Krishna sneaked up to Radharani and kissed Her on Her lotus face, and then ran away.
